Microsoft Campus Agreement for Admins

Framework agreement valid from May 01, 2021

RPTU has joined the Federal Framework Agreement 3.0 for Microsoft licensing. This Campus and School Agreement has a term from 01.05.2021 to 30.04.2024.

Basic information on the Campus and School Agreement and the available licenses for desktop products can be found at Microsoft Campus Agreement.

Tasks for IT admins at RPTU

  • Log license assignments
  • Check that a basic license is available for each device with an assigned Windows license from our contract (including clean and traceable documentation)
  • Check proper use of licenses

Desktop products (Windows 10 and Office)

Students

Hiwis and students are automatically assigned an M 365 license by the RHRZ.

To use Office365 students must activate their personal M365 license in the service portal and log in to one of the O365 products with the pseudonymized account they receive there.

Employees

Windows10 and Office Professional Plus are managed via the Key Management Service (KMS) activated.

To use Office365 employees must activate their personal M365 license in the service portal and log in to one of the O365 products with the account they receive there.

Windows 10

Remote access is permitted as part of administration and support. It does not matter which software is used. (VNC, RDP, TeamViewer etc.)

Only use the installation files from the service portal, as these contain the necessary (data protection) adjustments.

Microsoft Office

Office 365 (desktop apps from M 365 Apps for Enterprise):

On business loan devices as well as on all freely accessible devices in libraries, laboratories and pool rooms, O365 can be installed.

Office Professional Plus:

Office Professional Plus (OPP) can be installed on all freely accessible devices in libraries, laboratories and pool rooms and is generally preferable to the use of M 365 Apps for Enterprise.

However, OPP maynot be installed on company loan devices.

Only use the installation files from the service portal, as these contain the necessary (data protection) adjustments.

Devices without main user

Laboratory and pool rooms

All freely accessible devices in laboratory and pool rooms can be installed for use by students and employees at RPTU as part of the Campus and School Agreement (CASA):

  • Windows10provided a basic license is available for each device
  • Office Professional Plus (recommended, no remote use allowed)
  • Office365 (remote use possible)
Libraries

All freely accessible devices in libraries can be installed under the Campus and School Agreement (CASA) for use by students, employees and guests at RPTU:

  • Windows10, provided a basic license is available for each device
  • Office Professional Plus (recommended; no remote use allowed)
  • Office365 (remote use possible)
Office loaner devices

Within the framework of the Campus and School Agreement (CASA), the following can be installed on official loan devices for use by employees and students at RPTU:

  • Windows10
  • Office365 (remote use possible)

Office Professional Plus may not be used on company loaned devices.

Server

Windows Server (Standard + Datacenter)

Windows Server Standard or Windows Server Datacenter may be installed on all company servers(not on PCs).
Windows Server must be licensedper device . (90-day rule), it is licensed via Key Management Service (KMS) activated.

Remote use is only permitted for administrative purposes and is only possible as an RDS solution with (expensive) RDS licenses for all users or devices.

Licensing rules for Windows Server:
  • All CPU cores of the hardware must be licensed
  • At least 8 cores per CPU
  • At least 16 cores per system
  • Windows Server Standard Allows a maximum of 2 instances per hardware system
  • Licenses are currently still paid centrally, but must be documented!
  • All hosts of a virtualization cluster must be licensed.

Check all installations of Windows Server for their necessity! The virtualization offer of the RHRZ can often be used for this purpose. (Licenses included)

Windows Server Standard allows 2 virtual Operating System Environments (OSEs). It is therefore permitted to run 2 VMs with Windows Server on a base systemfully equipped with server standard licenses (this also includes 2 hyper containers as an alternative). Additional server standard core licenses must be assigned to the server for further instances.

In contrast to this are the Windows Server Data Center licenses. The same basic conditions apply here, but with full licensing it is permitted to run an unlimited number of Windows Server VMs on the base system (virtualization rights).

Windows server systems in AGs

Operators of their own Windows servers must ensure technically and organizationally that only licensed users can use the systems:

  • Active Directory: only create accounts for users with a license
  • Exchange: only create accounts for users with a license
  • Server in general: only allow access for users with a CAL

All systems and license assignments must be properly documented.

Microsoft Office

The Campus Agreement does not permit remote use of Office Professional Plus, so it may not be installed on terminal servers either.

For these use cases, only use Office 365 (desktop apps from M 365 Apps for Enterprise) or use the terminal servers of the RHRZ.

Client access licenses (CALs)

Students

CALs for Windows Server are included in the Core Server Platform for all licensed students.

Employees

CALs for Windows Server and Office Server are included in M 365 A3 for all licensed employees.

External partners/guests

CALs for Windows Server are provided centrally by RPTU. (Cost sharing by the organizational units possible in the future).

Cals for other Microsoft products

Cals for other decentralized Microsoft products not operated by the RHRZ, such as Terminal Server (RDS Cal), must be procured by the respective operator. This can be done via the Asknet web store, for example.
